Policy briefs summarize empirical research on a specific issue and provide policy recommendations based on that research. They are designed to present complex research in a way that is understandable to readers who are not necessarily an expert on the topic but who are in a position to make policy decisions. They are typically developed by professional organizations such as the National Council on Family Relations (NCFR) or research centers (often based at universities), then submitted to legislators or political organizations in an effort to advance policy on the state or national level.
